Bayland Boardwalk Resort is a destination-driven waterfront development designed to reposition the existing Hyatt Regency Baytown hotel and convention center site into a vibrant, revenue-generating district for the City of Baytown.

Project Luong Development and Project Luong Architects were engaged to evaluate the site, explore its full potential, and define a path forward that could transform the underperforming asset into a long-term economic and community anchor.

The vision introduces a series of complementary uses anchored by an indoor waterpark, creating induced demand that supports the existing 300-room hotel and 24,000 square feet of convention space while activating the waterfront with new experiences. At full buildout, the development represents an estimated $215 million investment designed to generate long-term value for both the City and the community.

The Design

The design is driven by the waterfront and the experience of moving through the site. The boardwalk serves as the central spine of the development, organizing the site and creating a continuous edge along the bay. It connects the marina, hotel, and entertainment venues while establishing a walkable public realm that encourages exploration and interaction.

Key program elements are positioned to reinforce visibility, access, and activation:

  • An 85,000 SF indoor waterpark is expressed as a transparent, light-filled volume that becomes the visual anchor of the site.
  • A 30,000 SF family entertainment center extends activity beyond the waterpark and into a broader range of experiences.
  • Up to 36,000 SF of boardwalk retail and dining activates the waterfront and creates a layered public edge.
  • A signature fountain show anchors the bay and provides a recurring visual experience.
  • A 1,000-space parking structure is integrated to support large-scale events while maintaining pedestrian priority.

Buildings are oriented to frame views, maximize waterfront exposure, and create a sequence of indoor and outdoor spaces that transition seamlessly throughout the site. Materiality and form draw from coastal and regional influences, balancing durability with warmth to create an environment that feels both destination-oriented and rooted in Baytown.

Development Strategy

The development strategy is centered on creating induced demand to support and enhance existing assets. The current hotel and convention center operate in isolation, limiting their ability to generate consistent performance. By introducing a mix of complementary, revenue-generating uses, the project creates a system where each component drives activity for the others.

This includes:

  • Increasing length of stay through destination attractions.
  • Expanding visitations beyond traditional event cycles.
  • Activating the site year-round through indoor and outdoor programming.
  • Creating a regional draw that supports local economic growth.

The project is structured around a tenant credit finance model, allowing the City to retain ownership while leveraging private development and operations to deliver the project. This approach provides flexibility in structuring payments, aligns long-term incentives, and reduces reliance on public capital while enabling delivery of a large-scale destination.

At stabilization, the development is projected to generate approximately $20 million in annual net operating income, supporting ongoing operations and creating long-term value for the City. Over time, the project has the potential to return significant revenue back to the City while transforming underperforming assets into a sustainable economic engine.

Bayland Boardwalk Resort represents a shift in how waterfront assets can be reimagined. By aligning design, development, and operations from the outset, the project moves beyond a single-use facility and establishes a true destination that brings people to the water, supports economic growth, and creates lasting experiences for the Baytown community.
