The City of Bellaire engaged Project Luong to conduct a facility assessment of the Bellaire City Library to evaluate the condition of the existing building and help inform future planning decisions. Originally constructed in 1962, with a two story addition completed in 1973, the 10,878 square foot facility has served the community for more than sixty years and reflects multiple phases of renovation and maintenance over its lifespan.

The study focused on understanding the building’s physical condition, evaluating how well the facility supports the mission of the library, and identifying potential paths forward for renovation or long-term planning. While the library remains safe and operational, the assessment revealed systemic issues related to moisture intrusion and foundation movement that have developed incrementally over decades of use.

Assessment

Project Luong worked closely with City leadership and library staff to perform a comprehensive review of the building. The process included scanning historical construction documents, developing updated as-built floor plans, and conducting multiple site visits to evaluate the building’s structural and envelope conditions.

During these inspections, the team performed visual reviews, measured floor elevation changes throughout the building, and conducted selective wall openings to better understand concealed conditions within the building envelope. These investigations provided a clearer understanding of how the structure has responded to decades of environmental exposure and operational use.

Programming and Future Planning

In addition to evaluating the building’s physical condition, Project Luong worked with library leadership to review operational and programming needs. Despite its relatively small footprint, the Bellaire City Library demonstrates strong community use, hosting numerous programs and serving thousands of patrons each year.

However, the study found that the existing building does not fully support the library’s evolving mission or programming demands. Many events must occur in open areas not originally designed for group activities, limiting flexibility and operational efficiency.

The facility assessment ultimately provided the City of Bellaire with a technical foundation for future decision making, outlining the building’s current limitations and potential strategies for extending the life of the facility or planning for the long-term future of library services within the community.
