The City of Spring Valley Village engaged Project Luong to provide conceptual design and site planning services for a new Public Works facility. The department plays a critical role in serving the community during both daily operations and emergency situations, and the existing building no longer meets the operational needs of the team. Our team began the process by assessing the current and future needs of the Public Works Department, gathering operational data and identifying opportunities to support the department’s mission through a new purpose-built facility.
We worked closely with the Public Works team through a series of meetings to better understand their operational requirements and long-term goals. These discussions helped identify performance gaps within the existing facility and informed us of the programming and layout of the new building. Because Public Works serves as an essential service for the community, the design also incorporates flexible spaces that can support emergency response operations when needed.
The facility is located adjacent to Spring Valley Village City Hall and Spring Valley Village Park, presenting an opportunity to strengthen the overall civic campus. The design introduces a public facing façade that contributes to the character of the campus while also incorporating a welcoming porch that can be used by park visitors.
Site planning focused on maximizing operational efficiency while working within the constraints of the existing site. Because the department relies heavily on service vehicles and equipment, the building and circulation routes were carefully arranged to ensure safe and seamless access throughout the facility.
